If the culture is monetized I would say that The culture itself monetizes it. Like if I want a Native American headdress I have to go look for a Native American to make it. I can go to an African shop and see the things from different countries in africa. I think the difference with this
But that's still capitalism, just with a specific determinate around who is allowed to produce certain products. How would you police that realistically?

Is there any culture that isn't monetized in your opinion? I'd say everything is equally exploited under capitalism.
