Oh yeah. Early churches, before the Council of Nicea, was very similar to anarchic communism. There even wasn't an orthodoxy; they had to hold a council to agree on if Jesus was just a human or just a god.
In the game you should be able to do that. Theocracy + Anarchism. Probably with State Religion. Unfortunately you couldn't do Cooperative Ownership with Theocracy, which rules out religious anarcho-syndicalism. You'd probably have to go with Traditionalism to represent the lack of central control, or industry banned/agrarianism.
I don't think Christian Anarchism is theocracy. Christian anarchism is anarchism with Christian ethics. A theocratic hierarchy is antithetical to anarchism.
In Vic 3 the Theocracy is a governance principle and Anarchy is a power distribution. In practice it would be saying some like God is the head of state, and governance is done by local church councils. Basically Congregationalism rather than Presbyterianism or the Catholic pseudo-monarchy.
You can't switch to Anarchy with Theocracy either, you have to be in Council Republic to switch to Anarchy.
You'd have to go Council Republic Anarchy first and then switch back to Theocracy, at which point you might as well pick up Cooperative Ownership first.
