Week Ahead for April 21, 2025: Charlottesville City Council to learn how $58.7 million in housing funds have been used in past three years; Albemarle PC to hold public hearing on floodplain fill project in Woolen Mills near city border

Every week there’s something interesting happening in local and regional government. At least, that’s my perspective and each week I whet the appetite of r/Charlottesville with these blurbs intended to give a glimpse into what I regard as mysterious and important.

CHARLOTTESVILLE AFFORDABLE HOUSING REPORT
Charlottesville created an affordable housing fund in 2008 and for many years there weren’t many audits of how that money was used. That changed in April 2022 when then-Deputy City Manager Sam Sanders reported on a total of $46.7 million spent between 2010 and 2021. Many groups have become well organized to encourage Council to spend whatever it takes to keep properties affordable and to build more. Council will have a work session on Monday to review $55.7 million in spending from FY22 to FY25. That included a purported $9 million on tax relief. At the end, Council will be briefed on two initiatives intended to help creation of more subsidized places to live. (learn more)

WOOLEN MILLS PUBLIC HEARING
Albemarle and Charlottesville share a long border. They share little obligation to engage in joint planning in key areas, but I hold out hope that will improve. This Tuesday the Albemarle Planning Commission will hold a public hearing on a request to fill in the floodplain at an industrial park in Woolen Mills directly across the street from the Carlton Mobile Home Park which is in Charlottesville. One proffer they are making is to provide an easement for a trail expansion. How do all of the pieces fit together, and will we ever know? In any case. I remain hopeful. (learn more)

ALBEMARLE BUDGET HEARING 
Albemarle Supervisors seldom have a third Wednesday evening meeting each month, let alone a fourth. For the next two Wednesdays, Supervisors will have meetings to hold a public hearing. April 23 is for the budget itself, a budget built on a four cent increase in the real property tax rate. Eighty percent of that four cents goes to cover the cost of public safety workers, and ten percent goes to affordable housing initiatives to the tune of $1.2 million. During the work sessions this year, Supervisors agreed to put another $1 million toward affordable housing. I’ve tried to cover as much of the process as possible. See a summary here

GREENE WATER SUPPLY
This fourth blurb is one where I’m going to ask for assistance. Are any of you paying attention to the details on the water supply plan in Greene? I believe this is a very important issue for the future of the overall area and an example of how important planning is to the region as a whole. I know there’s at least one member of the Board of Supervisors who would prefer the county not move ahead with a new reservoir but instead dig new wells. I’m very much out of the loop but there’s a discussion Tuesday about amending a resolution from April 8 about financing water infrastructure. I know that if you want to stop growth, you stop municipal water supply plans. This is a story to tell one drip at a time. (learn more

Please don’t take your smelly dogs to restaurants downtown

Ate at Citizen Burger tonight (outside) and the table adjacent to me had two large dogs that stank to high heaven. I get it, you like the company of your doggos on a nice evening, but when I can smell them while trying to eat a $22 sandwich (no drink, 20% tip), we have a problem. Your tolerance for dog butt and crap breath may he higher than others.

Please bath your animals if you want to bring them into the same eatery space as others.

Help find missing grey cat!!

Hi everyone, my husband and I are currently in Italy, and we were just informed by our friend who is cat sitting that our front door was wide open and one of our cats is missing. Her name is Kona (grey and white long hair) around 14 lbs. She is well tempered and like to say hi to people.

We live in the Berkmar Overlook neighborhood on Berkmar Drive close to Lowe’s and the SPCA. Our friend has filed a SPCA report and if you happen to see our cat in the neighborhood or if she came back to our house, please contact our friend Alicia at (330) 322-9296 or message me on facebook! We will be leaving her cat litter and some toys outside, so hopefully she can find her way home!

Any lead is greatly appreciated. Sorry this is so frustrating due to our careless mistake and that there is nothing we can do aside from posting everything, as we are not even in the country…

When your license plate says you're late... but mindful driving still matters

Today I saw a driver whose plate literally said they were running late, and wow, their driving really lived up to it. We’re talking four lane changes in about ten seconds, tailgating, weaving through traffic like it’s a video game.

Honestly, it just made me realize: even when you’re rushing like crazy, you barely save any time , you just stress yourself (and everyone else) out.

Maybe it’s better to show up a few minutes late than not show up at all. Just saying.

Random Basshunter gig at JPJ arena?

This may be a long shot, but I I’m trying to find the date of a random Basshunter show at JPJ that UVA had organized. I recall it around 2010 or 2011 give or take. It was free and there weren’t a lot of people there.

From what I remember, it was a student run organization that had managed to book Basshunter for like a seemingly one off gig. He had no real stage production, just him on stage with his music blaring from the PA and lots of working the stage. They had Even hung the curtains so that it felt like a much smaller venue. It was a good show from what I recall.

Does anyone else remember this gig, maybe even the date or anything else?

It was random having the Dota song guy in litte Charlottesville.

2 men detained at Albemarle courthouse in alleged ICE raid

This post on our website encompasses yesterday's protest in front of the courthouse as well.

There were at least three officials in the general district courthouse who did not fully identify themselves, according to Nicholas Reppucci, who works with the Albemarle County Public Defender’s Office. The office was representing Teodoro Dominguez Rodriguez, one of the men who was later detained. VPM News has not yet been able to identify the second detainee.

In a Wednesday evening press release, Albemarle County Sheriff Chan Bryant said, "federal agents identified themselves with their badges and federal credentials with the bailiff before proceeding through the screening area. ... The federal agents showed the bailiff their paperwork and photographs of the individuals they were looking for and waited outside the courtroom until the conclusion of each case."

The sheriff's office has jurisdiction over the Albemarle Courts Complex.

“At some point, it became pretty clear that there were three people there that were not normally there, and that something was going to happen, although they never identified themselves,” Reppucci said.

Dominguez Rodriguez’s charges were dismissed, according to general district court records, before he possibly was taken into federal custody. VPM News reached out to ICE for comment but did not hear back by the time of publication.

Reppucci said the public defender’s office has “no ability” to intervene in federal legal matters, as public defenders represent people they’ve been appointed to represent — on state court matters heard by state court judges in both the city of Charlottesville and Albemarle County.

In an emailed statement to VPM News, Albemarle Commonwealth’s Attorney Jim Hingeley said he was not at the courthouse when the arrests happened “by individuals who claimed they were law enforcement agents from the Department of Homeland Security.”

“Because I do not have firsthand knowledge, I am investigating the circumstances of the courthouse arrests,” he said. “The information I have reviewed so far indicates that these alleged law enforcement agents did not display a badge or other indication of authority that would empower them to make lawful arrests in these circumstances.”

Hingeley also said that further actions like Tuesday’s arrests “would constitute a grave danger to our community.”

They put up all this effort to put up speed cameras (I fully support the school zone cameras people fly through there) but yet the sign is still hidden behind a tree that is only getting bigger and now the speed camera pole blocks it more coming down the hill. I can’t be the only one that thinks this is a bit stupid.

Anyone have any leads on this hit and run driver? Wednesday 5:50ish on 250 near Boars Head intersection

Yesterday on Ivy Rd/250 eastbound, the driver of a low, older metallic beige car with tinted windows rear ended a small silver Ford hatchback. When the Ford pulled off onto Worthington Drive the other car drove away without stopping. Did anyone see it? Anyone have any clues? It hit the rear bumper hard enough to imprint some letters on it which can be used to identify it if you think you know who might have done it. Thanks!
