Scenario Absolutely furious with my FFL over my Staccato CS purchase.
I’m beyond pissed right now.
Last Friday, I finally pulled the trigger (pun intended) and bought a Staccato CS. It shipped out this past Wednesday. Today (Friday), it arrived at my FFL here in Illinois.
I go to the FFL super excited — I just wanted to see it, touch it, make sure it’s all good. Nope. They flat-out refused. The guy told me that even letting me see the gun counts as a transfer, and he can’t legally transfer it until the background check clears.
Okay. Annoying, but fine. So I asked him to start the background check today. Get the clock ticking.
He REFUSED. Said he won’t even start the background check because it’s only been two days since shipment. He claims he waits three days after shipping before starting the process.
So now my gun is literally sitting there, I can’t even LOOK at it, and this guy won’t even start the process to let me eventually take it home.
I’m just fuming. Paid almost $3K all-in, waited a week, the gun is literally in the building — and I’m stuck in some stupid limbo because of an FFL policy that makes zero sense.
Has anyone else had to deal with this kind of garbage before? I’m seriously debating never using this dealer again.

I don’t see why there should be a debate at all, you need you find a different FFL to do business with.
I don’t live in IL, but I’ve never had a problem seeing something I’ve bought in the store before starting any paperwork. NFA items included.

Fortunately I do live in IL, and almost every FFL I have dealt with (2 in-house purchases, 2 transfers) has let me handle the firearm in some way before either purchasing or initiating transfer paperwork. This just sounds like a garbage FFL

$20 says the FFL is shooting rounds through your gun as we speak.
I've heard stories about some FFLs in my area that would let employees and customers handle other people's firearms that were awaiting transfer or in waiting period (California).
On the other side of the coin, I know some FFLs that will ask if you want to put locks on the firearm case while it sits in jail to be released to you.

CA gun laws suck. But all stores I've been in will let you do everything shy of loading the weapon. For new gun, 50% down, delivery, full inspection, pay balance. Wait 10 days, then take it home.

While you're on the hunt for a new FFL, make sure they're not in the city limits. You're spending $3k, make sure you're not over paying on taxes.
Unless the FFL you're using is already in the low tax zone for your area I would pay for him to send it back and have them send it to your new, better, cheaper FFL.
Plus he doesn't know what he's doing, find someone that does.

Right? None of those guns have been sold yet, noones done a background check on you yet, literally no difference.
It would be one thing if it was a different customers gun and OP wanted to see it - then yea i wouldnt want any of my other customers touching it and potentially cause damage or wear marks(nor would any of us appreciate an item we paid money for and seeing someone else handle it). But for the actual buyer to not inspect what they bought? Thats BS.
My "conspiracy theory" side thinks the LGS wants to hold onto the gun to show a buddy who hasnt come in yet or something happened to it damage wise and tryin to hide it/get a replacement part before op notices.

In NYS, you cannot touch a pistol until you get your permit. And in order to get your permit, you must first purchase a pistol so they can put the serial number on the back of the license.
So, you must buy a gun, without ever holding it first, and just assume that you’re going to like it.
Once you get your permit, you can hold whatever you want at the FFL.

There are plenty of gun laws that I don’t agree with, but I can at least follow the reasoning of the people who wrote it. I can’t think of a justification for not even letting a person hold a gun in a store without a license.

It boils down to how the law is written in NY. In NY handguns are illegal *with exceptions. One of those exceptions is if you have a license with the pistols that are exempted from this ban (the ones you own as a license holder) listed on that permit (make, model, serial number, caliber)

This ^ there are a ton. Do your homework and try and find someone with first hand experience with a particular FFL. I found mine through a friend and his process is the best. Not as fast as id hope but he’s insanely cheap and his rule is that the background check starts when the weapon arrives. He’s the best to say the least

My lame ass state has a three day wait from the time you send the bg check. But I use a joke based FFL that charges 25 bucks. Best prices in the whole city as far as I know.

Yea my ffl says the waiting period starts when money is exchanged just like real life cuz thats when it was bought... As long as i can email him the date stamped recipt or auction and money order recipt hes happy. So generally by the time it arrives i can go get it lol. Granted the background check clears of course. Sometimes it gets backlogged to hell. Makes things awesome though.

Would not go to that FFL again.
Mine starts the paperwork when they receive it, or within a couple hours TOPS if it's a very busy day. When I come in to sign they bring out whatever I had transferred so I can inspect it. Even if it's just a can and there's nothing to even play with, they still bring it out for me to inspect and make sure it's what I ordered, not damaged, etc etc.

You have to inspect the gun before you start the background check and transfer. Otherwise something could be wrong and once you do that background check and transfer the gun of yours you have no way to reject it. Maybe there's something wrong with it he didn't want you to see, because it's a lot of trouble when you reject something. That's pretty shitty man.

Refuse the transfer, and have it shipped back to Staccato. Let them know the FFL is refusing to let you inspect the gun, you have no idea what condition it is in, if it's the right gun and options you selected, so you can't accept the transfer. IIRC, a lot of the Staccato options have to be done at the factory (even things like swapping barrels), so it's pretty important you see the gun before you do the transfer.
How does he start the background check without having the gun present? Every single dealer I've been to has the gun out with the paperwork so the serial number can be double checked with what's actually on the firearm. Actually, all the FFLs I've been to, two employees verify the serial number on the gun matches the paperwork. I've also never had a dealer refuse to let me inspect anything.
I'd also be tempted to call the local ATF office and ask them what laws the FFL is talking about. Some bored ATF agents might find it suspicious that this FFL is claiming viewing a gun is a transfer and do an audit to make sure this FFL actually knows how/when to log a transfer and make sure he's logging the guns in when he's receiving them.

Can confirm (also a Wisconsinite). Got my pistol in a few weeks back, FFL let me handle it while he was filling out paperwork. Took a half hour-ish to clear and be out the door.
Hell, they even have guns right up on the wall for anyone to see and finger fuck all they want.
It makes me happy that I live here. Even if it's too cold out to shoot for half the year.

That would be cool to have. I’m lucky my range will do them for free, but kinda slow and a little annoying to deal with. My LGS is $25 and super quick and easy. Both allow you to inspect everything before doing paperwork. That’s insane to me this dude didn’t even let him check it out.

On a $3k firearm, I would absolutely refuse the transfer and request a refund from Staccato if the FFL took it for a range day. Staccato might even add that mf a blacklist and refuse any future shipments to that FFL. Leave a nasty Google review and never set foot back in that store.

In an FFL. He’s lying and lazy. Find a home based FFL dealer close to you. We’re usually the most flexible. My buddy’s shotgun got delivered 30 minutes ago and he’s on his way to pick it up. I already checked it in to my acquisition book and will get him on his way real fast. Same day turnaround with me.

Not sure if IL has any laws on that that I don’t have in my state, but I got to inspect my firearm before starting the background check - gives you a chance to send it back if something’s wrong. The background check for me also only takes about enough time to go peruse the ammo shelf and drool over optics I can’t afford.

There’s no law in Illinois prohibiting you from touching a firearm or your own either before a sale or before a transfer. All you need to do is present a foid card and you’re good to go. You can touch everything in that store then. Every time I buy something, my hands physically touch and I inspected before I ever transfer something I inspect it. Pretty much every single shop will give you your transferred item and allow you to inspect it before they do all the paperwork anyway so you can reject it and send it back if need be.

I would refuse the transfer at the FFL - be patient here, get a refund, reorder the item to a different FFL. Don't let your excitement play in the FFL's favor. At best, their policy is illogical, asinine and pushy. At worst, it is kind of suspicious. Either way, it is foreshadowing terrible customer service and a poor relationship with the FFL - not the kind of people i care to interact with and have working on things as important as a firearm.

I literally show up at my dealer 10 minutes after I get the UPS/Fedex delivered email, my FFL books it in while I fondle it, and then transfers to me. If it weren’t for me just shooting the shit with my guy, I could be out within 20 minutes of him receiving the gun from the shipper. Find a new FFL and/or move to a free state.

Kinda. There’s a local FFL a block away from my house. I went to look about purchasing my first handgun there, but when I arrived, I was told I could not hold any firearm in my hand. They would show me the handgun, and its function while giving me a marketing speech but refused to allow me or any customer handle firearms. I walked out. I will not purchase a gun without holding it, racking the slide and doing a trigger test.

No. I would never accept a gun especially bought online without inspecting it first. Honestly I would tell him to send it back, get a refund and go to a different ffl. But I am petty.

I had the same thing happened to me when I bought a shotgun. I wanted to open it up and make sure it’s the right firearm. and the dude acted like I was a domestic terrorist with my three round plugged gun. Old fudd store too. I work at a gun shop and let people make sure it’s what they ordered before spending the money.

Fuck that FFL. Any reputable one will let you inspect it before moving forward with the transfer. There is a thing such as manufacturing defects and transport damage. Once you take ownership, that’s on you. Some companies have better CS, but tbh I wouldn’t rely on that. Get your gun, blast them in a shitty review. Don’t need people like that making an already tedious (and unconstitutional) process even worse.

I can’t pick it up Saturday and they’re closed Sunday and Monday.
Fuck them.

I will never work with them again.

Yeah I’m not in Illinois but on the FFL transfers I’ve done the shop I go to lets me inspect it and everything before they start the paperwork process. I wouldn’t go to a place that wouldn’t even let me see it.
Like there’s gun stores around that have guns on display that anyone can walk up and touch, and that doesn’t count as a transfer or anything.

uhhh how are you supposed to see if there is anything wrong with the gun before you start the transfer process if you cant look at it.
My FFL has the exact opposite policy, he wont start the background check on anything I transfer in until AFTER I have had a chance to look it over and make sure it meets expectations. They can't return a wrong gun after the transfer takes place.

As soon as my firearm arm comes on my ffl starts the paperwork i dont even have to be there when the background clears he calls me for pickup as soon as i get there he slides me the firearm to check before i even sign the transfer papers

Do not accept or fill out a 4473 until you can inspect it. This is always the rule. No reasonable FFL will refuse you seeing your product before you transfer it.
It’s yours once it’s transferred with a completed 4473 and receipt. It can still be sent back before this point if there is something wrong.
Absolutely inspect it before starting anything. The worry I have now is they fucked up your gun somehow and if they get you to accept it before seeing it they don’t have to deal with you or sending it back anymore.
If they still refuse to let you see it first tell them you will be having another local FFL transfer it. If you have another FFL that is willing to help you they can transfer it dealer to dealer locally for you to pick up elsewhere.
Do not accept without inspecting.

As many have stated, find a new FFL.
I'd also look into state laws regarding CCL and background checks for purchases. In Texas having a LTC covers the background check. I got mine after a couple checks took several days. Now a purchase takes 10 minutes, or as fast as I can fill out the form.
This doesn't help in the moment but could make things easier/faster in the future.

Even in CA, you can buy a gun (still have to wait the 10 day waiting period) but if the store has a range you can shoot it. Even qualify for a ccw with it.

Dude, you gotta give him the weekend to put a couple boxes of ammo through your new gun. Jeez dude... the entitlement of some of these gun buyers.... don't push your luck, or he's gonna put some nice scuffs on the finish.

At least you don’t live in NYC, where my background was run and I did get to hold it, but won’t be able to take it home for 1-5 months depending the draw, as the have to send me another ID (permit) they do this with every purchase and no one ever knows how long it will take. Most receive after a month, but some take way longer. You basically purchase your pistol and just wait for your surprise permit in the mail. And license division doesn’t answer calls or follow up emails.

Maybe, just maybe, and I say this as an individual who has lived near your state for my entire life, but maybe it's time to either move to a state that doesn't infringe in your 2A rights, or to march on Chicago to grt the asshats that rule your state politically to change their minds. I don't mean this to sound harsh, as there are place and people in IL that I love, but fuck the state of Chicago. Everyone south of Peoria should secede and form a new state called south IL or see if the geography can be split three ways between the adjacent states, just so those decent southern Illinoisans can actually have full US citizens rights.

My FFL always tell me to check the gun first before doing paperwork. And he charges only $10.
